According to Meta, the system will be in maintenance mode until later this summer, when it will finally be shut down permanently on August 14, 2024.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This news did not come as a surprise to many in the research community. Rumours about CrowdTangle\u2019s shuttering have been around since 2021, when Meta abruptly disbanded the team supporting the tool and stopped onboarding new users. The tool has proven controversial within Meta and was at the center of many <a href=\"https:\/\/www.theverge.com\/2021\/10\/6\/22713109\/facebook-crowdtangle-founder-brandon-silverman-leaves\" target=\"_blank\" rel=\"noreferrer noopener\">internal debates<\/a> over the company\u2019s responsibility to be transparent and accountable for the content featured on its platform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/div><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">As part of the shutdown announcement, Meta says it will replace CrowdTangle with two new tools, Meta <a href=\"https:\/\/developers.facebook.com\/docs\/content-library\" target=\"_blank\" rel=\"noreferrer noopener\">Content Library<\/a> and <a href=\"https:\/\/developers.facebook.com\/docs\/content-library-api\" target=\"_blank\" rel=\"noreferrer noopener\">Content Library API<\/a>, which, according to the company,<em> <\/em>are designed to <em>\u201cprovide useful, high-quality data to researchers\u201d <\/em>and help the company <em>\u201cmeet new regulatory requirements for data-sharing and transparency while meeting Meta\u2019s rigorous privacy and security standards.\u201d<\/em>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, in contrast to CrowdTangle, which was made widely available to both academic researchers and journalists, the replacement tools will only be available to researchers affiliated with \u201ca qualified academic or non-profit institution\u201d and will not be made available to for-profit news organizations. Academic researchers with access to CrowdTangle will not be automatically ported over. Instead, they will have to <a href=\"https:\/\/docs.google.com\/document\/d\/1iN4KOvFaYGZro23cB4j1FveouXMBcZnKl-yTUyx6fCg\/edit\" target=\"_blank\" rel=\"noreferrer noopener\">apply anew<\/a> to access these tools through an academic consortium contracted by Meta to review and approve the applications &#8211; the Inter-university Consortium for Political and Social Research (ICPSR) at the University of Michigan.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Raising the Alarm<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Meta\u2019s decision to discontinue CrowdTangle was immediately criticized by many online researchers and civil society organizations concerned that this move would raise the barrier to data access, including Crowdtangle\u2019s co-founder and former CEO Brandon Silverman, who called the decision to cut off access to the system three months before a US Presidential election \u201c<a href=\"https:\/\/brandonsilverman.substack.com\/p\/crowdtangle-is-dead-long-live-crowdtangle\" target=\"_blank\" rel=\"noreferrer noopener\">incredibly irresponsible<\/a>.\u201d Some of whom have endorsed&nbsp;an <a href=\"https:\/\/foundation.mozilla.org\/en\/campaigns\/open-letter-to-meta-support-crowdtangle-through-2024-and-maintain-crowdtangle-approach\/\" target=\"_blank\" rel=\"noreferrer noopener\">open letter to Meta<\/a> from the Mozilla Foundation calling on the company to:<\/p>\n\n\n\n<div class=\"wp-block-uagb-blockquote uagb-block-32ac650f uagb-blockquote__skin-border uagb-blockquote__stack-img-none\"><blockquote class=\"uagb-blockquote\"><div class=\"uagb-blockquote__content\">Keep CrowdTangle running until January 2025 and &#8220;r<em>apidly onboard all current CrowdTangle organizations that are focused on election integrity to the Content Library, including civil society organizations, researchers and qualifying news outlets\u2014directly or through an accelerated application process<\/em>&#8220;<\/div><footer><div class=\"uagb-blockquote__author-wrap uagb-blockquote__author-at-left\"><cite class=\"uagb-blockquote__author\"><a href=\"https:\/\/foundation.mozilla.org\/en\/campaigns\/open-letter-to-meta-support-crowdtangle-through-2024-and-maintain-crowdtangle-approach\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Mozilla et al.<\/em><\/a><\/cite><\/div><\/footer><\/blockquote><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Work-in-Progress<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to the <a href=\"https:\/\/www.wsj.com\/tech\/meta-to-replace-widely-used-data-tooland-largely-cut-off-reporter-access-43fc3f9d\" target=\"_blank\" rel=\"noreferrer noopener\">WSJ<\/a>, beta testers of Meta\u2019s new Content Library and Content Library API noted that the system is promising but has some glaring flaws. Some of the flaws mentioned include the inability to filter search by a specific geographical area, a cap on the number of search results that a query can return and a prohibition from downloading public posts, including messages posted by politicians. While researchers quoted in the story are skeptical about Meta\u2019s commitment to fully developing these new data tools, a few conceded that it is still in the early days and that Meta might still fix some of these flaws.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Social Media Lab\u2019s Beta Testing Experience<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking of beta testers, researchers from the Social Media Lab, Anatoliy Gruzd and Philip Mai, were also invited last fall by Meta to test the new Content Library and the Content Library API. Our researchers agreed to be beta testers in the hope that they can help shape the development of these tools and make them as useful as possible for research purposes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are their initial impressions of the tools. As you read the remainder of this blog post, please note that our researchers no longer have access to these tools and that Meta has made some changes since the Fall.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Content Library<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Meta&#8217;s new Content Library &#8220;<em>is a web-based tool that allows researchers to explore and understand data across Facebook and Instagram by offering a comprehensive, visual, and searchable collection of publicly accessible content<\/em>.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-table is-style-stripes\"><table><thead><tr><th>Platform<\/th><th>Available Data Types<\/th><\/tr><\/thead><tbody><tr><td>Facebook<\/td><td>Information about and posts from public Pages, public groups and public events<\/td><\/tr><tr><td>Instagram<\/td><td>Information about and posts from public Instagram accounts, including 1) professional accounts for businesses &amp; creators, and 2) personal accounts with privacy set to public and either a verified* badge or 50k+ followers. <\/td><\/tr><tr><td><\/td><td><em><sup>*excluding accounts with Meta&#8217;s Verified subscription<\/sup><\/em><\/td><\/tr><\/tbody><\/table><figcaption class=\"wp-element-caption\"><sup>Source: <a href=\"https:\/\/developers.facebook.com\/docs\/content-library\" target=\"_blank\" rel=\"noreferrer noopener\">Meta for Developers Documentation<\/a><\/sup><\/figcaption><\/figure>\n\n\n\n<div style=\"height:35px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-media-text has-media-on-the-right is-stacked-on-mobile is-vertically-aligned-top\"><div class=\"wp-block-media-text__content\">\n<p class=\"wp-block-paragraph\">In many ways, this new tool (aka the \u201cweb interface\u201d) resembles CrowdTangle. Users can search for public posts based on keywords and filter the results by different parameters, such as language or platform. Overall, navigating this interface and using the various filter options was easy, especially if you already have CrowdTangle experience. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aside from the limit on the amount of data that can be returned with each query, the main difference between the two tools is the breadth of search coverage, which now includes ALL public posts. Data coverage in CrowdTangle, in contrast, was <a href=\"https:\/\/help.crowdtangle.com\/en\/articles\/1140930-what-data-is-crowdtangle-tracking\" target=\"_blank\" rel=\"noreferrer noopener\">a lot more limited<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/div><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" width=\"1024\" height=\"569\" src=\"https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-6-1024x569.png\" alt=\"\" class=\"wp-image-22605 size-full\" srcset=\"https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-6-1024x569.png 1024w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-6-300x167.png 300w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-6-768x427.png 768w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-6-1536x853.png 1536w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-6-696x387.png 696w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-6-1068x593.png 1068w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-6-756x420.png 756w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-6.png 1716w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Similar to CrowdTangle, Meta Content Library also allows researchers to save different queries for future reuse and fine-tuning. This is especially useful at the initial stage of a research project when developing a relevant query for data collection. However, as noted by other beta testers, the main drawback of the Content Library tool is that, at the time of testing, there was no way for a researcher to download posts for further analysis. Some researchers may find this a deal breaker, as they cannot run the data through specialized research tools unique to their discipline without downloading it to their computer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until researchers can download public posts for further analysis, the primary purpose of the Content Library appears to be in developing comprehensive search queries for data collection and then automatically converting these queries into Python queries that can be executed within the provided virtual machine, as outlined below.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Content Library API<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Meta&#8217;s <a href=\"https:\/\/developers.facebook.com\/docs\/content-library-api\" target=\"_blank\" rel=\"noreferrer noopener\">Content Library API <\/a>is designed to provide researchers with near real-time access to public Facebook and Instagram data, including Instagram\/Facebook posts from public pages, groups, events, etc.<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile is-image-fill\" style=\"grid-template-columns:36% auto\"><figure class=\"wp-block-media-text__media\" style=\"background-image:url(https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-3.png);background-position:50% 50%\"><img decoding=\"async\" width=\"481\" height=\"779\" src=\"https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-3.png\" alt=\"\" class=\"wp-image-22562 size-full\" srcset=\"https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-3.png 481w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-3-185x300.png 185w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-3-259x420.png 259w\" sizes=\"(max-width: 481px) 100vw, 481px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the API can only be accessed via a virtual machine (VM) provided by Meta or an approved third party. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A researcher must have a Facebook account and use OpenVPN to <a href=\"https:\/\/developers.facebook.com\/docs\/content-library-api\/quick-start\" target=\"_blank\" rel=\"noreferrer noopener\">access the VM<\/a>. Once signed in, all interaction with the database will be done via Jupyter Notebook. As a result, to make full use of this environment, someone on your team will need to be proficient with either the Python or R programming language and data science libraries such as Matplotlib, Scikit-Learn, Seaborn, PyTorch, etc.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, all data collection and analysis must be completed within this virtual environment, with only aggregated information, such as summary charts, permitted to be saved to your computer for publication. In practice, this means that researchers can never download public posts to a local machine for further analysis.<\/p>\n<\/div><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Content Library API Limitations<\/strong><\/h4>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img decoding=\"async\" width=\"515\" height=\"609\" src=\"https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-4.png\" alt=\"\" class=\"wp-image-22565\" style=\"width:306px;height:auto\" srcset=\"https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-4.png 515w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-4-254x300.png 254w, https:\/\/socialmedialab.ca\/web\/wp-content\/uploads\/2024\/03\/image-4-355x420.png 355w\" sizes=\"(max-width: 515px) 100vw, 515px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Aside from the rate limit on the number of posts that can be retrieved (<a href=\"https:\/\/developers.facebook.com\/docs\/content-library-api\/rate-limiting\/\" target=\"_blank\" rel=\"noreferrer noopener\">500k posts\/total search results per 7 rolling days<\/a> for both the Content Library and API combined) and the prohibition from downloading public posts to your local computer, here are a few other limitations of the provided virtual environment.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The clean room, as currently implemented, is also very restrictive due to the inability to retrieve supplementary files\/models required for the operation of many of the NLP libraries that some researchers often use for data analysis, such as <a href=\"https:\/\/spacy.io\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>spaCy<\/em><\/a> and the latest <a href=\"https:\/\/huggingface.co\/docs\/transformers\/index\" target=\"_blank\" rel=\"noreferrer noopener\">transformers from HuggingFace<\/a>. As a result of this limitation, researchers using this environment may have to spend a prohibitive amount of time searching for alternative Python&nbsp;packages with similar functionalities. Our understanding is that some of these restrictions on third-party libraries may be addressed in the future via the virtual environment provided by the Inter-university Consortium for Political and Social Research (<a href=\"https:\/\/www.icpsr.umich.edu\/web\/about\/cms\/5231\">ICPSR<\/a>), but at the time of our pilot, we did not have access to the ICPSR infrastructure to test it. &nbsp;<\/li>\n\n\n\n<li>And since all the analyses are done within the Jupyter Notebook, we discovered that it is impossible to use research tools such as Gephi for data visualization and exploration. As a result, we had to modify our research processes and learn how to use interactive data exploration libraries supported within JupyterLab, such as&nbsp;<a href=\"https:\/\/docs.bokeh.org\/en\/latest\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\"><em>bokeh<\/em><\/a>.&nbsp;<\/li>\n\n\n\n<li>In sum, because of the restrictions on the types of libraries one can use for data analysis within the clean room and the inability to use external programs for data visualization, a researcher using the API will need to budget extra time to get accustomed to the environment and find suitable Python\/R libraries as a substitution to those that their team is familiar with. However, depending on the types of analysis you use, there may not be a suitable replacement available within the virtual environment provided by Meta.&nbsp;<\/li>\n\n\n\n<li>Beware of the 30-day <a href=\"https:\/\/developers.facebook.com\/docs\/content-library-api\/data-deletion\/\" target=\"_blank\" rel=\"noreferrer noopener\">data deletion policy<\/a>, which deletes all output and any local files generated during the analysis within your JupyterHub environment. This is problematic because if you rerun the analysis, you might get different results due to changes in the underlying data (e.g., posts deleted, engagement counts updated, etc.). This is not a new issue, but the inability to preserve the original results may present a significant obstacle in the academic publication process.&nbsp;<\/li>\n\n\n\n<li>Related to the previous point, when testing the environment, there was no mechanism to provide peer reviewers or journal editors access to the underlying data or full analysis if needed for publication.&nbsp;<\/li>\n\n\n\n<li>Lastly, there were no team-sharing functionalities for collaborating with other team members on data collection and analysis with the same virtual machine. For example, if you have a research assistant working on data analysis, they would have to use their own account and will not be able to share the analysis results directly with the project leads or collaborators.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In conclusion, this review is primarily based on our researchers\u2019 initial exploration of the Meta Content Library and API in the late fall of 2023.
